Identity Theft and Vital Documents: Protecting Foster Youth From Fraud

There are over 10 million victims of identity theft nationwide and over $56 billion lost each year because of fraudulent activities. In 2007, there were 1 million children who had their identities stolen in the United States. Children from foster care are twice as likely to become a victim of identity theft. The goal of the webinar is to provide social workers, educators in both K-12 and higher education, advocates, caregivers, and community organizations on ways to prevent, detect and resolve identity theft issues.

Participants will learn about resources and recommendations on how they can assist their foster youth in securing their private information. A panel of experts from Public Counsel, Los Angeles County Department of Consumer Affairs, and the Alliance for Children’s Rights will address the following topic areas:

  • Why foster youth are vulnerable to fraud and identity theft.
  • Tips foster youth need to know to prevent identity theft.
  • Models/best practices and resources that can assist foster youth who have had their identity stolen.
  • Vital documents foster youth will need during their transition into college and how to protect those documents.

No Cash Left Behind: Ensuring Foster Youth Access the Full Range of Financial Aid

Despite the availability of financial aid, foster youth are not accessing it, according to a recently released report by The Institute for College Access and Success. Less than four percent of foster youth who completed the Free Application for Federal Student Aid (FAFSA) received all three grants. Two of the barriers cited by the report for the underutilization of financial among foster youth are a lack of awareness about available financial aid and a lack of assistance in the application process.  

In an effort to remove these barriers, California College Pathways and the California Department of Education held a free, educational web seminar. Additional topics to be covered during the training include:

  • When the FAFSA application is due
  • How much time is required to complete the FAFSA
  • How to answer related to a minor’s legal status as a dependent
  • How to inform students about what financial aid is available

Increasing Awareness and Improving Access to Financial Aid Opportunities for Foster Youth

The Institute for College Access & Success (TICAS) will present the findings from their report on financial aid for foster youth, to be released in late October. Through focus groups, interviews with former foster youth, and examining statewide and college data on financial aid, the Institute found that few foster youth are receiving the aid that they are eligible for. A panel of experts will:

  • Explore the current state of college affordability for foster youth
  • Examine challenges foster youth face in accessing financial aid
  • Address possible solutions and policy recommendations

California College Pathways and the California Education and Career Network conducted a webinar that provided social workers, educators in both K-12 and higher education, advocates, caregivers, and community organizations with tips and resources to prepare foster youth for college. The web seminar providede useful tips for ways to advise foster youth and caretakers on how to access higher education. Information provided in the training include:

  • Information about college readiness and preparation which includes an overview on math skills, reading skills, assessments and remediation.
  • Information about the a-g requirements and creative solutions to supporting foster youth in their educational journey.  What are some best practices and resources that can assist foster youth qualify for college admission
  • How to overcome educational challenges foster youth and ways to advise youth and their caregivers about deadlines, testing, requirements and much more.

California College Pathways conducted a web seminar on the finding of the first-ever statewide annual report of campus support programs in California, released in January 2009. Information provided in the training included:

  • A description of the 6 core services provided by campus support programs for former foster youth.
  • Information about what campuses offer these services in the Community College, CSU and UC systems.
  • Information about the range of resources available on Community Colleges through the Foster Youth Success Initiative.
  • A brief history of the movement to provide campus support to former foster youth in California.

Addressing the Mental Health Needs of Former Foster Youth in Campus Support Programs

California College Pathways conducted a web seminar to provide ongoing learning opportunities and resources for professionals working with current and former foster youth. Mental health experts from Cal State Fullerton and UC Riverside discussed the relationship between mental health support and educational attainment for foster youth in higher education. They shared their evidence-based approach to addressing the mental health needs of former foster youth on campus. Information provided in the training included:

  • Issues foster youth present when transitioning into college.
  • Strategies for working with foster care with mental health needs (e.g. medication management, therapy).
  • Signs and symptoms of depression and anxiety.
  • How to refer a student psychological services.
  • Types of counseling and support resources are available on college campuses.
